there are international rules of war that determine if something even comes to a threshold/standards/terms of being defined as a war.
there are rules of war as to what defines what is classed as war
same with domestic crimes, there are rules and terms as to when something is classed as 1st degree murder, or 3rd degree or even self defence. .. heck even rules about if an attacker of domestic crime being the person that hit first is not automatically deemed the aggressor..
you can claim self-defense if you hit first, provided the force you used was necessary and proportionate to the imminent threat you perceived
israel was not trying to declare war with qatar, israels intent was not to strike "qatar".. they made it clear their intent and motives were that of hamas. the world has known for 2 years now that hamas are the aggressor/aggitator, hamas are the ones making genocidal threats. qatar known days ago that israel will handle hamas no matter where hamas lays its head.
also whether its a domestic spat between two people or military action.. you cant pretend that hamas is ok to hit israel several times without it being declared a war, without warning. but then ignore when israel do send warnings you ignore that.. but then when israel are not intending to declare war with qatar, but only attack hamas, cry more that israel didnt post them a letter and opportunity to run away again
