I think fighting corruption should start from the top, for instance if the head is correct it would be difficult for the entire body to function properly but when the head is very sound the whole body or majority of the body part works well, so if the government is good it would be easy to control the people and change their mentality from bad to good but if the government is bad sometimes it's quit difficult for the people to change their mentality except through force just like the people of Nepal are using force to change their corrupt government but hope you saw how El Salvador gradually changed when a new good government stepped in, that's just it mate.

The head controls the part of the body and when anything happens to the body, the first thing you often think about is the head of its affected or not because that's where the functions of the body commenced. If the head of the government is corrupt, this will have huge effect on the citizens and that can bring starvation and poverty while the politicians will be chilling and relaxing with the fund meant for public amenities.

The government is the people that need to be checked before referring the the public in case of corruption. Almost all our government politicians are corrupt and they are due for a change.
