No one ever has discretionary funds or income. A person has to find discretionary income through proper financial management. We don't need a job or a business to invest. And here you're talking about managing expenses. I don't think people who don't have a job or business can manage anything because they don't have a salary. So, what money should they manage? Is it inheritance money? Please explain this in detail to me, because I really don't understand your assumption.
