Bitcoin protocol is decentralized and the action of miners doesn't in any way alter the protocol. Miners only work is to confirm transactions into a block and store in the Bitcoin Blockchain thereby securing the network. Miners maintain the integrity of the Bitcoin Blockchain.

Miners maintain the integrity of the network, so if someone with the wrong intention got over 51% then it is going to affect the network if they try to attempt double-spending or censoring transactions.

Then again: even if the coalition of sorts had 51% or more rate, they wouldn't be united in their position per se: as of now, everything is not that bad, and the future is here to proof BTC is going to withstand more tests of time / integrity of its core principles.
