He should get one share every 1.3 min ..but he get one share about 10-40min or more... What is the problem?

I would guess because of his hashrate his diff is getting increased above the current p2pool minimum of 1780000 which is where the estimate of 1.3 is coming from. It's not a problem...it's by design. He really does not need a share every 1.3 minutes. His payouts should be the same regardless as the shares he does get are worth more.

I would suggest to close the ports for p2pool 9332 and 9333, reboot after that and see if it helps.
If You think theres not enough connections edit the source to accept more then 10 connections...

Theres something one can tweak in bitcoin.conf also, try to get Bitcoind GetBlockTemplate Latency to go below 5ms then shares should start to flow in your direction..
