I have problems with one of my Hex16A2.
When powering it it says "phiuu" and psu shuts down seems like sort circuit problem.

Looks like two capacitors misaligned.

With price range of hex16A2 i am not willing to send it anywhere to repair, postage ~30 and return same it would be ~60 for piece of equipment with value of ~30.

My question is that would it be likely that problem is with those two capacitors?
I have soldering iron and basic skills to use it. Should i start poking my hex16A2 with my iron Huh

I do not think this is a problem but you can try
