I would not be overoptimistic/overenthusiastic. Bitcoin is part of the interconnected economy, so it "care" about the trends in its ecosystem. And the exchange price deviations are the sign of it.

Then it is only perception since BOLIVIA DID NOT BAN BITCOIN
