I see nowhere that the Veilcoin team says they wrote it or that it is supposed to be a Veilcoin whitepaper.

You clearly have no clue how to track a premine, those wallets are all bittrex wallets, meaning they have already been sold, dev has not been heard of and is likely working on his next scamcoin. And that whitepaper is what the veilcoin website claims to belong to veilcoin.
