As far as VCC's go I'm not sure whether they actually work out in the long run, I've read that PayPal eventually picks up on it and you have to supply a set of verifiable documents or link an actual bank account which kind of defeats the purpose of a VCC.

You can use PP on your dynamic IP easily.
You just need to make PP of other country like Hong Kong or US or UK etc.
