Rather than asking why those project were posted prior to 2012 and trying to avoid the questions how about you point to a few articles about:
-street illumination with solar panels in cairo awarded to a company for 3.8m$
-so called project "love".
Why do you imagine a contract with one of the largest cities in the world for a tiny $3.8 million would be in an article anywhere? That's not even close to being news.

Because at that time it was supposed to be the first city in Africa to get solar panel illumination?
Because even 5 years after this press release there is no such thing as solar panel illumination in Port Said?
