if the miner starts up and shuts down, it is almost certainly bad PSU. You do not need to wait for it to cool down for more than 5 min. Just take out the power cord, take out and reinsert the jumper, and you can start the system again.
The easiest check is to remove one or two blades, and if it works at 80-90%, then grab a more powerful PSU and you will be fine. They did a very bad job putting in 1000W PSU when the system requires over 900W.
