well if you bought an account for sig purposes then your abusing them anyway cause only one person can participate in the sig campaign one time, thus, the op of the sig should be warned

It's not necesarily abuse if the person follow the rules and doesn't join the same campaign with multiple accounts. If the rules don't state not to do so don't think it's a problem. That is my understanding of the rules anyway, just thought it was worth clarifying, if I'm mistaken someone please let me know, thanks.

He still lucky he is not permabanned. He violate ban evading for creating/using another account.

Is it against the rules of the forum to use multiple accounts for signature campaigns or is it against the rules of signature campaign provider? That's an important distinction. A signature campaign provider is a private business and the forum should not ban someone because they violated the rules that the signature campaign provider specified. A scammer tag would be more appropriate, if necessary.
