Theymos said that its random for each user, but its between around 700 to 1000.

More precisely, the activity required is set randomly between 775 to 1030.
So if you are lucky and have a requirement of 775, you could get the title 8.5 months earlier than having bad luck and a requirement of 1030.

I personally don't like it because 8.5 months is a huge difference, for only one rank.
