As for your questions...

Each rig should have its hash rates calculated individually as the switching will happen at the rig level. Different rigs perform differently per algorithm so trying to harmonize the rates across several rigs will give you sub-optimal results.

Hashrate and power are for the entire rig, not one card. The program doesn't know how many cards you have. It just calculates a cost of power for the rig while mining. If you have a dedicated mining rig, then the power should be the wall reading as this is how much it is costing you to run the rig.
