I agree, the sentence could have been worded better, but the object being described by the following sentence was mental acuity, which would typically be genetic. I suppose you could make an argument for it being a part of education and that you could sharpen your mental acuity through various methods, but only within a limited range. You're either born with acuity or you aren't, and it's pretty clear our friend eoakland has little acuity to spare, since he isn't able to comprehend or synthesize what he's read. Well, if you can increase your mental acuity through practice, that's excellent news. Perhaps there is hope for eokland, but the fact that he's not avilaled himself to these newfound techniques seems to speak volumes for his ability.

As for democracy, I'm not sure how you got from "People like eokland are allowed to vote" to "I hate democracy." You might want to sit down and think about your deductive reasoning abilities for awhile, they seem to be on the fritz. Many people in this country who vote are not qualified to do so, yet they do. Eoakland is just one example of many.
