I think you are confusing two kinds of fees here.
The dividend should be after the AM1Hash maintenance fees are paid. So you won't pay these fees directly, they're calculated before the dividend is payed out.
Withdrawing you dividends from Havelock incurs a fee (to pay for transaction fees), too, but this should be obvious.
