I don't think they will have to go through IEO since they have enough money as capital for this project.
We are talking of facebook here which is a billion dollar company and they are not launching a typical coin which we can invest like ETH and BTC, its a stable coin that they are in control of it,.. and that's the thing everyone should know, stable coin is different from BTC so they will not be mislead with facebook announcement about Libra.

The price is going down because the majority of holding the coin are dumping.
Once a coin got listed on major exchanges the majority will dump for profits.

that's a gimmick only and dozens platform with their new smartcontract already released but they are only copy-pasting the same method that already used by ethereum. onething that they can follow it if they can't build a complex smartcontract platform like what already did by ethereum in the past. the guy above you is only speculating.

Well I think binance has a problem with developers as mentioned above (monthly fees), but here I also don't understand if the problem is monthly fees.
