BTC38 where actually able to rebuild their chain and transfers are now working again 
Here is a portion of my contact with BTC38. I leave it to you to judge if they are being honest or not. Unfortunately, the history isn't long enough to see the beginning portion. Needless to say, I won't be using their exchange again.

HOW TO RESTART ANONCOIN:
1) turn anoncoind off
2) turn anoncoind on
HOW TO REBUILD ANONCOIN BLOCKCHAIN:
1) turn anoncoind off
2) remove all contents of /$home/.anoncoin except wallet.dat and anoncoin.conf
3) turn anoncoind on
HOW TO RESTART ANONCOIN:
1) turn anoncoind off

sounds like they are saying that anoncoin has been forked or it could be he is referring to the i2p and clearnet network, translation if pretty bad though so not 100% sure.
Anoncoin has not been forked, there have been no recent releases to fork over. I2P network is connected to the clearnet network by bridged nodes, so this is not an issue either. Maybe the chinese govt firewall is blocking them out from the rest of the network?
Ask him what the results are from "getconnectioninfo" and what is his config and version?
It appears that their client is stuck on an orphaned block. If they restart their client, the problem should solve itself. In the worst case they just need to rebuild their blockchain.

BTC38 says this:

I tried to send more ANC to BTC38, the transaction ID does not exsist but wallets says that it is confirmed:

I tried to send more ANC to BTC38, the transaction ID does not exsist but wallets says that it is confirmed:

They shall try to rebroadcast the transaction, it is not found in my node neither... Probably they were not well integrated in the network when they first tried.
i dont know what to say, ExchangeD.I2P doesnt have this issue at all. I checked my wallets on 2 different boxes I don't see that transaction in the rawmempool or in the blockchain, as far as the network is concerned it doesnt exist.

It means that up to this moment it has not failed (in this case it might have been returned) and at the same time it was still not processed (in this case it might have been pushed through). It is kind of freezed with the Anon coin system for some their internal reasons.
So our tech team is only able to wait for the Anon coin blockchain to proceed with the transaction is any way - either rejects it or confirms.
We are sorry but the issue with your transaction compensation is not laying on the side of CEX.IO
cex.io provides compensations for the transaction that have failed. Meanwhile your one has still not failed. But for some reasons got stuck with Anon coin.
We are very sorry but unfortunately we are only able to wait for Anon coin blockchain either to confirm your transaction (in this case it will be delivered by itself) or rejects it (in this case it will be compensated with cex.io). I haven't replied here in a while because the signal-to-noise ratio is really low in here (where "noise" includes things like trash talking me and speculation on the price). If you said something addressed at me here, I probably didn't read it. PM me if it's important.
Yes, estimating the time to complete software is not my strong suit, but that is a difficult problem in any case. The fact remains that I have worked hard on this and will continue to do so. I am not aware of any other developers who have made nearly as much progress (judging by public commits) in adding zero-knowledge cryptography to cryptocurrency. As for ShadowCoin, I looked at their code briefly and did not see a single commit related to this; sure, they might be keeping all the development secret, but "talk is cheap". If you look at Github, you'll see that I did more than talk.
Anyway, I am now thinking it is better to have a series of testnets with gradually increasing Zerocoin functionality, rather than a single one with all the functionality as I originally planned. I'll set a date for the first one when I am actually code complete. You can think of these as "milestones" for completion.
As for the wild oscillations in difficulty, I am working with two other people on our IRC to get this resolved.
