Was in a similar situation once. No one but google can help you. They will inquire some details like contents of the email, last email sent, something personal which only the email holder would know. Also it will help if you had any card linked (expired or not) and you still have the details.

Without any other recovery methods set, this is the only way you can recover your email. New device in the same location will not work too.

I once had a similar problem when I accidentally deleted google cookies and could no longer log in to Gmail, even though I had the correct login data, and I also did not have a backup e-mail/SMS set up. Fortunately, I was able to fix the problem by restarting my modem and with a new IP address I was able to log in.

You are in a much more difficult situation because you obviously don't have access to the location/device you used before, and according to what I found online, the chances of getting your account back are really minimal. There is a recovery method somewhere along the way that will ask you the exact date when you created that Gmail account, that is the one I used when trying to recover the Gmail that I lost without a recovery phone or email, this happens almost five years ago and Google may have changed this, if you cannot remember the date and have already exhausted every means, you're only option is to create a ticket to Google and they will ask you some sensitive information if you are ready to give it
