لا اعرف ان كانت هذه الفكرة ستنجح لكن يمكنك طرح فكرة مشروعك في قسم project development و تشرح الفكرة باكثر تفاصيل و ربما تجد هناك من تعجبه الفكرة و يقوم بتمويلك او يدخل معك في شراكة. لن تخسر شيئا ان حاولت على كل حال.
بالنسبة لاكمال تطوير الموقع و خاصة النقطة المتعلقة بتنصيب عقدة بيتكوين خاصة بك و ربطها بالموقع فيمكنك الاستفسار عن كيفية القيام بذلك في قسم الدعم التقني و من المؤكد ان هناك من سيقوم بارشادك لكيفية القيام بذلك.

بخصوص سؤالك، فانه من الصعب العثور على موقع بالمواصفات التي ذكرتها و ان وجد فهناك امكانية كبيرة ان يكون غير موثوق.
بالنسبة لفريبتكوين، فقد واجه مشاكل عديدة في الفترة الاخيرة خاصة في عمليات الايداع و السحب و حتى في محاولة سرقة ارصدة المستخدمين. لا اعرف ان تم حل كل هذه المشاكل، لكن طريقة تعامل اصحاب الموقع مع هذه المشاكل لم يكن حرفيا بالمرة.

Well just like mocacinno said, the bucket load of cash you are referring to depends on your budget. You actually need to be careful in getting someone good enough for what you are trying to setup. If you don't mind 3rd party to manage and control the deposited coin, there are several services which do that such as Fireblocks and Gemini Institutional Custody. But you still need programmer to connect your website/server with their service.

I don't think there's a newbie guide for such a setup... Basically because this isn't a newbie thing to do.

The websites you see are usually running a full node (sometimes patched) and use rpc commands to communicate with their running node in order to build their site... It's possible they also parse the data their node wrote on disk in order to build their site.

The bitcoin network is an independent and decentralised network. Other networks or websites don't run in the bitcoin network neither does the bitcoin network run in other networks. If I may, you are actually likely refering to a centralised exchange that allows you deposit in a a said address you claim is yours without having the keys (since they literally control your keys).

When you deposit in that address, they wait for the transaction to be confirmed on the bitcoin network or lightening network as the case may be and then the allow it reflect in your balance on their CEX website or wallet.

As for you idea of setting up an exchange or a website that accepts bitcoin payments or deposits, I suggest you contact a good developer and team .
