Например, берем 1080ti.
Доход в сутки с одной карты ~5$.
Т.е. требуется 7 карт.

Далее все зависит от того, по какой цене удастся найти карты.
Возьмем для примера стоимость в 920$.

Стоимость карт (7 x 1080ti) ~ 6440$
Блок питания x 2 ~ 500$
Материнская плата ~ 150$
Память, процессор, ссд ~ 150$
Корпус ~ 200$

Итого: 7440$

Что-то можно дешевле найти, можно корпус не покупать, а наколхозить и т.д, но ориентировочная стоимость примерно такая.

I've made such setup with 10.0.14393 version (or 1607 if you prefer this numeration, https://en.wikipedia.org/wiki/Windows_10_version_history).

As I've mentioned before - Enterprise LTSB, it won't get unstable insufficiently tested updates that could possibly break your rig.

You can use any edition, I'd prefer Windows 10 Enterprise LTSB (less space, no bloatware).
To disable updates you can use this open source tool https://github.com/Nummer/Destroy-Windows-10-Spying (Utilities tab, disable windows updates)

Using 8Gb in my builds, mostly because of Windows. Also I'd recommend to install Enterprise LTSB edition, less space usage, rarer updates, no bloatware.

According to GTX 1060 TDP I'd prefer a bit more powerful PSU.
I do understand, that you're choosing it based on your previous experience, but power reserve around 10-25% is a good practice

As long as you use risers with external power supply - no, no need to power them

So don't know why it's enough to power the GPU but not the riser ?
Do you have a multimeter? The best way to find out is to check voltage for a start
