Очень много скама в ICO это следствие отсутствия законодательной базы регламентирующей проведение подобных компаний, без работающих законов защищающих права инвесторов, крупные финансовые группы и физ. лица, рисковать своими деньгами не станут. Если права богатых инвесторов будут защищены то будет больше желающих инвесторов, и соответственно будет новая эпоха в развитии ICO. И уже скоро будет скорее всего ETF на Биткойн, вот тогда будет комета.
