It's still working for me. Probably your anti virus or Windows defender blocking it, try adding it to your exceptions.

But if another 6.9BTC of tickets were sold then the prizes would be much higher.

I've been playing awhile one night I just said eh why not bought a ton of tickets. (1,550,800 tickets at 4.3 % chance of winning
(top 10 not 1st) (Tickets used to be 2 satoshi each)
Sometimes I put a lot back in! (I do not play dice really at all I lose for sure every time)

So, finally.. Can I get 100$ from refferals or no? 
I'm really not sure. I know with the number of refs I have at least one of them a week would be at least a 10k sats earning and that hasn't happened for quite a while. It's not the decrease due to BTC price, I mean 1 or 2 would be way out ahead of the others.

No, base reward mean only the reward you roll, not including the bonus when you got 100% by play multi or 1000% exchange from RPs.
Your thought is right. Whenever your ref win 200$ by roll the number 10000, you will receive 100$.
I hadn't thought of that way when they changed the wording, I took base reward just to mean the lowest payout. If you're right then my refs have been very unlucky lately, none rolling 9986 or over for a long time.

How would you know if they did? The site pays out referral commission only on the base reward.

Anti virus doesn't like any mining software. That is to warn you in the case of it being done maliciously without your knowledge. If you are actually trying to mine it is safe to add it to your anti virus exception list.
