I don't see Libra being the future of altcoins, it's being discussed and can gain decent coin value but I don't see it topping neither ETH or LTC. I can't blame people who are hard to trust altcoins now, especially with what the community has seen last 2017 with scam ICO projects. You can still definitely trust altcoins but you need to be very patient in doing your own background research with the team behind the project you're gonna invest on.

Altcoins usually go along the BTC wave and we're on a bit of a stagnant place right now. But Binance listed Contentos which still showed good upward traction amidst of the bear market. I think their partnerships really helped a lot, instead of just fake ones which is normally being done by scam projects. Dogecoin is still a good one, a bit old but its still right up the charts.
