These are "national" or "local" rules that could not fit for everycountry.
I never heard something similar in my county and even everybody is allowed to gamble as much as he prefer. The only restrictions could be for players, but bookmakers will make some check only after and not before accepting a player.
Personally I find these laws something "outdated" since with crypto and many gambling sites you can easily gamble as much as you want... but unless governments will notice this, we can't see laws updated...

The only issue arise from "forcing" people to gamble. More you bet, more you have the chance to lose (of course we are talking about games that have an house edge).

No I would avoid it. It is always a gambling activity. This is just an useless risk.
First of all, even if we are ultra-optimistic in this forum you cannot know more about "the future".

I definitely give up and doesn't need even to mention anymore. unless you're buying something really expensive (like a yacht...) you can easily change a some satoshi and get cash. Nowadays it's full of services that allow this ... If a seller doesn't accept at a fair value btc this is not my issue...

Personally I was surprising to see this...also Italian television has shown how their business could be "questionable".
