Are there any crypto exchange making services?

Is it possible to create a CEX exchange (without KYC and regulation) or DEX exchange with the help of site making services that would be understandable for a beginner without knowledge of coding

Well, now even any newbie can create his own token and there are services like that. But are there similar services but only for creating exchanges, so that even a housewife could create her own exchange?

If binance discover that you are running more than one account, as this is a violation of the conditions of use, it may lead to Account Freezes, Permanent Bans, and the loss of access to deposits with these accounts.
Then why was the account merging feature invented if using multiple binance accounts is prohibited?

As for what will happen in the case of Merge, the activity of one of the accounts (which has not completed KYC) will be deactivated and allow the use of the other account, so then withdraw any deposits before taking the step.
Do you even understand what nonsense you are talking? Withdrawals from a Binance account that has not passed KYC are not available by default

Thanks to everyone for the answers and saved me from sending the depot to a service that does not deserve it. 0.0000004 BTC is unsendable sum. These are some kind of ridiculous trolls not a service. (Very respectable top site among crypto entusiasts. And these trolls own a top crypto site and don't even know that it's technically impossible to send such dust which speaks about the extreme incompetence of these schoolboys)

If you think that the service deserves a minor stain on their reputation, you may post a new topic in that board including the full detail of the situation.
People there are usually good on judging whether you claims are valid or not.
(or if you post the service's name here, that could shed a light on what's actually happening)

But take note that such issue isn't qualified for a negative rating in case they have a Bitcointalk profile.
Why are you going off-topic? Did I ask you anything about other forum sections?

In the first place, the KYC process was made mandatory for Binance to identify users and to make sure they only have one main account each.
Who told you that I need an answer to this question? I already know this

If you managed to open two main accounts, the only reason I see why it's allowed is that Binance doesn't know who owns the other.
Is this your assumption? Or is it a statement?

Once the other account undergoes KYC, that's the time it's rejected because it isn't allowed.

Before people answer you, I think you should tell us why you are sending such a ridiculously low amount (≈$0.044).
Here I completely agree with you, this is an absolutely ridiculously stupid low amount.

I see this as a joke, to be honest, it doesn't make any sense from every angle.
Here I completely agree with you again. If a service extorts dust that is impossible to send, then it is better to spit on this service, which is what I will do and I recommend it to everyone who also will encounters the same dust extortion. Such dust sending demands looks more like either someone's joke or trolling

At least you need to send an amount higher than them before the transaction can be broadcasted. They are a very low amount of money that is not up to $1.
I'd rather not send anything to that dust extorting service. They don't deserve even a cent.

do you mean that if binance finally discovers that the person has multiple accounts through this means, they will instead choose the part of punishment instead of merging the accounts?
Meanwhile, why do exchanges have rules against multi-accounting as if they are casinos?
Do people also cheat exchanges, if yes, in what ways?
This only works for accounts without KYC. Don't scare readers

Either way, this is ridiculous, unless he is trying to create his own service that will be able to achieve that. I've not seen a service going that low.

But of course you need to customize the mempool to 1sat/vbyte. Since not all the wallets I mentioned here have the mempool set directly to 1sat/vbyte, you need to customize it.

Anyway, the option is more or less self-explanatory. If you have multiple accounts or sub-accounts, it's for you to combine them. Merge is to combine. Multiple accounts means, for some reasons, you are maintaining more than one account, sub-accounts to be specific because multiple accounts aren't allowed in Binance.
Has anyone tested this in practice?

1) Which account will disappear as a result of the merger. Not specified at Binance?

2) What will happen to the balances? The merger will mean the disappearance of one of the accounts.

Also, what do you mean by "service that allows sending such small amounts"? You want to send that amount to someone and you're just wondering about a wallet that lets you do that? Or you want an exchange to convert this small amount to another coin.
Can you suggest any service that can do this? Some wallet or exchange. I need to send dust to a bitcoin wallet

40 satoshi? I'd use the lightning network for that. But then if you don't already have them in the lightning network, you would need to pay more to convert them to LN.
How do I know if the address I'm sending dust to supports Lightning?

Has anyone encountered Monero delisting on exchanges? And what happened to your balances afterwards? Did they disappear without a trace or did the exchange convert them into stablecoins?
