I kinda think not returning is not really same as stealing, its just what it is - not returning. I would probably classify it as morally ambiguous
My wife once withdrew money from the bank and she didn't count it, when she got home she found out they didn't count the cash well and gave her less money. They would't correct the mistake they made when she got back to complain. Yet, I don't think they stole from her...

One thing to bear in mind is that casino has his documents (ID number, adress etc) and most likely his phone number too, if they approved any withdrawal.

I've read somewhere a person very close to him might actually be involved. Also the wife hired some ex feds to investigate in addition to the police. It indeed sounds like a scene from the action movie
