Many advise learning, not to run up on fraudulent projects. But as long as investors and bounty hunters learn, they will still lose both time and money. Of course, you need to be careful, check a lot of information, but with fraud  still need to wage a tough war, and the sooner measures are taken, the better it will be absolutely for everyone.

I am in the same position as you. I do not know what will happen tomorrow, in a week or a month. I do not know if I need to sell coins or buy others. The market is not predictable. Therefore, I still keep coins in my wallet and have no idea what to do with them further.

There are 2 answers to your question. The first answer - the law of meanness works. In the second case - you have little experience. You need to know a lot, study, analyze, compare, before investing to take certain steps in the cryptocurrency trade.

What is the determining factor for you to sell or buy coins?

When I see that a coin loses its perspective and I am sure that it will not rise to its highs anymore, I sell it. If I want to buy a coin, then I study it for a long time, I follow the charts, analyze it, wait for it to sink in price and then I buy it.

It seems to me that the crypt market is unstable, because depends on many factors and each of the factors somehow affects it. One of the reasons for the instability of the cryptocurrency market was the ban on advertising and pressure from regulatory authorities in some countries.

I suppose a regulatory body be set up to audit the ICO process and the  founders, and if anything goes wrong or should the project fail, they will be liable. This will reduce drastically investors risk and also keep scammers away. What do you think?

Now there is a lot of discussion about how to regulate ICO, but so far no universal measures have been taken. The ICO remains an excellent territory for scammers, which is certainly sad. If this continues, the situation will scare off investors, in which case the whole community will suffer.

I think its better to pay hunters in eth or other alts rather than risking the price of their token or coin in that way they could also help their investors and boost confidence to their future and their project.

I believe that your actions establish mutually beneficial cooperation between you, as an investor and bounty hunters. I think this is a good option. The two sides remain the winner and satisfied.

Initially, ICO was conceived as a way to attract capital. But there are a lot of scammers and a good ICO idea has become a big risk. Fraudsters began to breed like flies. Now ICO is a very risky, speculative investment, often nothing more than a technical document. Over 90% of all startups fail. Of course, the ICO has a chance to survive, but changes and regulation are needed.

I think your desires will remain desires. It is unlikely that fraudsters will ever be declared the death penalty. Although, if several scammers were executed at the stadium, others would be afraid to do their own dirty deeds.

I think that 2018 is in the past. But 2019 will not be drastically different from the previous year. Perhaps it will be better, because the market has now stopped its decline and is in a more or less stable state. This gives hope, but we must be realistic and understand that the market needs time and good news to grow further.

No specific time. Everything is purely individual and depends on the project. As the team decides, so be it. Usually, the team waits for a less or less successful time to enter the stock exchange; this can take from several weeks to several months.

Now every second project requires to provide KYC. Earlier, KYC was not so demanded.
I do not know what served as the frequent introduction of the KYC procedure, but I would say that if the project already intends to introduce KYC, then it should be difficult for investors and simplified for bounty hunters. You correctly said, the hunters do not buy a token, but only promote the project and KYC is useless here.
