Delete the p2pstate.bin and the poolstate.bin file located in the data directory (C/Users/Your Username/AppData/Roaming/digitalnote), and import it from the link:

I have problems with connections with with several cpu machines.
Some works fine, some cant connect from the same location.

Your node is fine. Peer is out of date so it gets temporarily blocked.
how to fix this ?
No action is required it will take care of itself.
Only the the other node's owner can fix it. Just ignore.
