I dont know the details but I am exploring and seeking expert opinion if I can get any.
Nobody knows details... The fact is CLIENTS ARE NOT GETTING THEIR OWN MONEY FROM THIS SERVICE !! Including myself.
THIS IS 100% true. What other expert  opinion are you looking for?
Who cares if it is DDOS, arrest of some guy, security or financial problems... Clients can do nothing and EXMO team resolves some tickets and posting about it here, leaving thousands tickets unanswered without any reasonable explanation.
You say it is DDOS - but site is working fine. Network overload - but EXMO operations are not on network while other operations just fly - meaning it is not the problem of the network but EXMO!!  EXMO just doesn't send anything to network... even when they set PAID status.
They gave all of us nice NEW YEAR PRESENT - leaving us without our money..  Shocked

Hey guys...
After waiting for 20 days for my withdrawal of 0.3 BTC I decided to check how can other people withdraw anything from EXMO, when my operation is on hold... and made another test transaction   ETH   -0.403. Status PENDING over 2 hours. Huh
Now I can tell everybody - THIS IS NOT A SERVICE TO WORK WITH!!!

19 DAYS since my transaction is PAID in my account and still not on the blockchain.
18 DAYS from my first ticket  #234958!

Do you think can we get it back or not? Because after a bad experiences with EXMO support, I fell hopeless of get my BTC back again.

I do not know what to think... Support is bad, owners and all staff is from ex-USSR.. I see no logic why some operations are sent to network others - not.
Based on other users' feedback - operations over 5k. have the longest hold period (10-15 days and more).
They say that this situation is because of the BTC network overload that is big lie (they even do not try to send operation to network)... Support asks you wait again and again - looks like they have financial problems and gain time holding big operations and asking clients to wait..  How serious their problems and will these operation be on network - I do not know..  Undecided
hope and wait..

When you said 2 of your withdrawals have been processed, you mean it has been submited on the network?
Yes. Both have over 60 confirmations already. But my first withdrawal 0.3 BTC 10 days ago is PAID in the account but not yet on the network ((

Today 2 of my withdrawals (2 days old) have been processed. But 1 that is 9 days is still not on network...
I've withdrawn all my funds from Exmo via EXMO-code and waiting.. hoping... ))

Seriously what's wrong with Exmo??

Today managed to talk in Live Chat? they said - there was problem and it has been solved, but it takes time about 1 day so that all pending operations reach the network.
Hope and waiting...

One of my withdrawals' status is PAID on EXMO but it cannot be found in Blockchain. Withdrawal was 1 week ago and support ignores ticket for 6 days.  Huh
Did anybody had the same situation so that transaction is not shown on Blockchain?

Вы что реально пытаетесь выполнить невыполнимое? Вы пытаетесь встать на сторону одной из части клиентов - в то время когда мнений очень много?
Кстати, у меня одного такое впечатление, что все варианты предлагаемые тут или попытка извлечь дополнительную прибыль из этой ситуации или пропихнуть удобный только им вариант?
Не ведитесь пожалуйста ни на один из вариантов с пересчетами, вы оставите недовольной столько клиентов, что галдеж еще месяцами будет везде где только можно, что их ограбили, кинули, не дали заработать.. и т.п. Все привяжите к курсам на дату закрытия и также открывайтесь, когда вы там планируете.

Вы, как представитель(и) сервиса, давно должны были понять - вы отвечаете перед всеми пользователями ОДИНАКОВО, и строго в рамках взятых на себя обязательств по соглашению, по которому работали все время и которое подписали все мы при регистрации. Там есть - форс мажор, который привел к невозможности работы биржи. С момента запуска - все должно быть так, как было в момент закрытия (начала действия Форс-мажора)!!!
У кого на балансе - 10к. $ -  тому 10к. $ на баланс, (с лимитами вывода 55% или как вы сочтете). У кого 2 БТС - тому БТС по курсу который был на момент закрытия т.е.  примерно 1.15 BTC (что соответсвует той же сумме в битках с учетом роста курса и с такими же лимитами на вывод). BCC - на ваше усмотрение, но опять же - вы не сервис кошельков - обязательства по BCC выходят за рамки ваших соглашений, передавать их на счета у кого, случайно на момент изьятия серверов были BTC а кто-то как раз перекладывался - тоже спорно... вот как вы делаете с МТ4 счетами -они чисто биржевые, вы должны сделать и с остальными - вы ведь БИРЖА.. а никакой другой гарант, или wallet сервис.  
НИКАКИХ ПЕРЕСЧЕТОВ - ибо они обидят ту или иную часть пользователей ПОЛЮБОМУ и приведут к тому, что вы сами нарушите те правила и соглашения, которые установили. Кроме того, формируете прецедент - нарушив свои правила один раз... где гарантия, что не повторится?

У меня например баланс в 10к. $ - но я вам USD никогда не переводил на счет, а слал только крипту, почему тогда арест счетов, по которым я никогда не работал должен меня касаться, и не касаться того, кто слал вам ВАЕР и перевел на момент закрытия все на крипту?
Ситуация общая для всех пользователей, потому что БИРЖА - одна! А вы пытаетесь ее разделить на кучу разных не имеющих друг к другу проектов, каждый который будет защищать какую-то часть пользователей.
Вы итак на мой взгляд делаете невозможное... проще было бы СЛИТЬСЯ, а вы реально боретесь за клиентов!! Огромный поклон за это!
