Nope. That's only true if every single exchange, ICO, etc that supports NEM is MANUALLY tracking the stolen XEM and manually blacklisting in real time which is simply not going to happen. Even if so, many exchanges don't require verification so it wouldn't reveal who attempted to cash out.
Even with the tagging system, chances are there will be some exchanges that won't utilize it.
Actually according to jeff in his interview , its a very easy process to see if any tagged coins enter their system. Its just a matter of adding some code to their api and its all done automatically.
I don't see why all exchanges wouldn't do it as they are opening up themselves to money laundering charges if they start selling stolen coins.
Hard fork seems to be a no no also which is good news.
Best bet for hacker is to seek a bounty and return the funds

Bitcoin will operate just fine with LN
LN is not designed to take everything off chain just small retail transactions right now very little retail happens on chain most is transferring to/from exchanges and mining pools and this will most likely always remain on chain
Right now if there was no block subsidy a BTC miner would earn $13000 while a BCH miner would earn a mere $30 and the block subsidy is falling so you better hope BCH can start gaining some huge transactions otherwise the miners will just leave BCH as it won't be profitable unless they increase the coin supply to continue getting a subsidy and with the intention to go with huge blocks regular users won't be able to afford a full node therefore cannot refuse to accept the new rules that have been forced on you

LN is shit and is nothing more than banking.
You turn over your segshitcoin to a LN Bank , which will then manage it for you as most people don't have the time or inclination to maintain LN over complicated bullshit.
Miners will earn nothing from LN transactions.
Bitcoin Cash is the Chinese miners plan to dump LN /segshit , once LN becomes a threat to their profit margin and you know it.
Which is why no matter what anyone says, Bitcoin Cash will continue and at some point all the miners will switch to it.

Close to 60.000 people have DOGE worth over 1000 USD, the exchanges are running DRY at these price levels, nobody is selling, if they are not selling, I am not selling.
Price has to increase significantly in order for exchanges to keep up with demand.
In order for the price drop as well as previous price drops, always the Bıtcoin price had risen significantly, for now, like 50.000 USD - BTC than maybe we can see some drop on DOGE, since that's not happening anytime soon these prices should hold since we are still way undervalued.
BBC ran an article on DOGE, John Mccafee tweeted coin of the week, the other day I overheard two people on the street just random dudes working as clerks discussing DOGE price levels.

Dear my Startcoin Windows desktop wallet address was encrypted with passphrase and took backup but not SIGNED.
Startcoin launcher corrupted during windows update..
Reinstalled and tried to import the wallet by the backup file which i had earlier with the passphrase but that option was not available.
Note:
I didnt SIGN the wallet address and because of this private key was not generated and due to this import wallet using address and message not working.
Please help with developer info so I could recover my lost wallet address with funds.
The following information I have,
1. Transferred exchange information
2. Transaction information with date and time
3. Balance in wallet.
