There are card by Xapo, Bit-x and few other site, But the Problem is that, their Fees, Which is I think really High.
Lets talk about Bit-x:
If I cashout my btc through the card it take more than 20$ for each month. Because If I don't do five transection they will deduct .05 BTC for inactivity, and If i cash out for 5 times in each month then 5x .01+ 3% ( .05 +3%) fees will be deducted Tongue

And If I exchange my money through some other exchanger It only takes 5$ not more than that. Im not much familiar with xapo, but have the feeling that it will also the same as the bit-x.

but why do they charge that much

these companies arent running a charity service; companies are for-profit entities and this is one service they offer to generate revenue. compare this to most major credit card companies that usually charge a flat fee in addition to a % fee of each transaction: http://www.merchantmaverick.com/the-complete-guide-to-credit-card-processing-rates-and-fees/

its not that much different.
