Anywho, there are quite a many ways to reverse Skrill payments. Don't expect not to be scammed when the other person either claims something outrageous after the payment or has filled up his balance with credit cards.

And thanks to not pollute my topic with arafat1900's case. For God Sake, how i will exchange my Skrill funds with such "examples" ?!

You can't.
Just withdraw your Skrill funds to your bank a/c and then buy coins using fiat currency from any exchange.
