I think this rule is nowhere to be found in the ToS. It seems to be local rule forged for this particular situation.
Apeman should feel lucky because if there is a rule in the ToS which prohibits users from having multiple account.
Then BitFortune might go as far as freeze all founds/withdrawals. I've seen other casinos done this before (most recently mBitCasino)

To have multiple accounts a mbit casino would be a different situation, as you would have to register with fake details on purpose and they have a clear rule against it. Bitfortune generate a new account as soon as you visit the site, so as soon as you visit them from another device or browser, you will end up breaking their *new* rules without even knowing.

Don't trust this lot with your money, as soon as you win any significant amount they will change their rules to avoid paying and steal your winnings.
