He only means that having a self-limitation on the amount that he wager on gambling really helps to not abused gambling. I personally relate to him because I gamble just to release some stress from my job. My work is full of pressure from my boss and gambling is a good stress reliever especially when I won huge amount out of small starting money. Being a stress reliever is the only what gambling do good in my life.
