I think building a mining rig is not that difficult, the only thing is making some quick searches and find reference from youtube.
Some of my friend who have limited skills on PC and Electrical, they still could build and handle it. They just asked me at the beginning about prices, and some minor errors.

Once I dove in and found a friend who taught me how to build a rig I now understand the whole process as he made me do all the work and just explained it to me as we went, which I recommend you do if you can. Once I was up and running I spent many hours on this forum and youtube reading and watching videos. I managed to figure alot of things out on my own and where I was lost I asked for help. People here have been very helpful as long as you do some of the research yourself and are not asking the most basic of question you will usually get a good answer. I have been trying to return the favor as much as I can to newcomers. You can do it, just spend the alot of your time reading and watching videos. You will pick it up in no time.

So I guess, It is a requirement at least. If you don't have it, take time to Read, Explore and learn the technical skills.
