It would be very wrong to treat everyone and every case equally, and by equally I mean that they are handled equally. Other than the classic abusers, most connections are very unique and while someone might deserve a negative rating right away for doing something, someone else might not for the same thing.[1]

[1] e.g. Offering escrow services. Someone without a trading history might get negged right away, while someone with one would probably not.
