So how to access the wallet... so even though it was told go to 14JW... it went to bc1q... but part of it was left over? The wallet it was sent to was also not segwit enable(is that make sense?), so how does that impact the situation?

It wasn't mine, I was assisting a customer...and something went terribly wrong. I think he was hacked internally from his source website.
Can't say for sure if he's hacked or not.
Do you know what kind of wallet your customer used?
For me the transaction looked normal.
If your customer sent 0.0350349 BTC to
14JW3BCbe2CE4gBESSevpUqSwggUsxVfsT , the wallet probably sent the remaining balance to another address in his wallet(
bc1qeda79n8et2s5nu6u8gqa5wvhaxj4tmj296xlje) aka change address.
