Sometimes classifying what is scam and not are hard. Because sometimes when you see a good project suddenly it became scam, and sometimes when you see a bad project and seems scam it will be stable and became a good project after the ICO. Yes it is risky but some precautions are need to done for you to pick a right ICO for you. You can check the legitimacy of it through promotions! If a big influencer is advertising I think that is a legit one because a legit project have a big funds and a great asset. Next, as you said if it is a registered project through the government various sector then it is a legit and a good one project. I have a experience not in ICO but in bitcoin casino, I am playing in one of the website without checking the legitimacy of it or searching the background of the company, It seems fun at first but, when I am going to withdraw my bitcoin in that website it didn't gave my winning or my initial money. That is very sad so I learned my lesson in that experience, After that I always check the legitimacy of a website before playing or investing. after that I see one site that is a good one! and I am always playing there now. So in conclusion check the background of the company first and be very careful on the scam!
