What's wrong with just participating in the bounties ? The bounty section exists for a reason.The fact that he can never rank up in the forum is a well deserved punishment for not posting on the other sections.He is not going to get any merits for the bounty related stuff unless of course he cheats them.

Do you think bitcointalk only for bounty? Did you check his own post. How many post there ?
