If it is so then why does the US do not support ICOs and do not legalize Bitcoin? Does this news mean something about legalizing cryptocurrency ICOs in there and not regulating any of it since regulations contradicts cryptocurrencys feature?

There are lot of reported scams from US citizens who got involve in cryptocurrency and because of that their government ban ICO's and put crypto on hold until regulations are finish and finalize.
