You have of course the right to offer any kind of reimbursement you feel is OK, but honestly what kind of writers do you think your will attract offering rates like that? SEO optimized articles require much more work. Take a look at what quality writers request on this forum. Compare it to the rates at Upwork or other freelance sites to get a better understanding.

I doubt a high-quality writer would consider writing an SEO optimized piece for less then $0.1-0.2/word. You might get the attention of the wrong kind of writers at those rates.
