Even the ethical implications of someone saying "I wish so and so would die" should be taken with a grain of salt. I don't think either of those users are actually wishing anybody would die.

On the other topic; you really need to take hard look at the review you're leaving. A large percentage of them simply state "Spammer" and with reference to something that I assume I'm supposed to recognize as spam. You maybe right 100% of the time, but none of those reviews should exist. I suggest you review them of all, and if one of those members does deserve a red tag, provide a reasonable argument as to why.
