The opposition to this measure is purely political in nature. The opposition (Democrats in this case) are having issues just because it is being implemented by a Republican governor. Many other states (including tje ones rules by Democrat party) have now taken out similar measures to boost the vaccination rate. And one thing I want to specify here is that there is zero additional cost to the state treasury. The state of Ohio hands out scholarships on a regular basis. This time also they are doing it, but reserving some for those who get vaccinated.

So maybe sooner or later, the other states will use the same way to attract their people to vaccinated and if that can succeeds, we can see that most people will get the vaccine while they can also have a chance to win the lottery. The scholarships also help students have full funds for their school and do not have to think about how they will pay for their study. If many people want to get the vaccine, that will boost the rate of people who can prevent the virus attack and sooner or later, it could reduce the number of infected people in that country.
