He was banned because of Spam and Plagiarism, and maybe in extention because of ban evasion.

Anyway, account Bilugi is banned so I have to guess that they re-applied with new account, technically it is not cheating because they use only 1 account, right? Instead of blacklisting them, I should probably suggest you to report them to moderator for ban evasion but I won't because your colleague Vispilio will attack me and say that this is which hunt then.
As for other 2 accounts, they are both banned, so what's the point of this?
