bull run does not happen when bitcoin is not in good state, you are right because to know when bull run is happening and when is about to happen is when bitcoin show good of market volatility and other coins will join bitcoin because of it good or green color in market to rise, so immediately coins are like 3x from the decrement that show's that cryptocurrency is entering bull run

that's also not necessarily the case, even when Bitcoin makes a high pump it's not necessarily the case that altcoins will follow suit. all depends on the dominance of Bitcoin in the market. if it is too strong it will influence people to release their altcoins to follow the market trend formed by Bitcoin.
Specifically, we can't predict bull signals, we can only read market charts and see indications that the movement will go to bulls.
