A package from Germany to Japan, with insurance and airmail is around 40-50euro. So a package to France for example is around 15euro, insured up to 500euro.

DHL is very expensive. Sometimes it may be cheap to send item from Germany to another country (not within EU) but it will be very expensive to send item from other country to Germany.
Btw if we keep in mind the shipping costs and loan interests, pawnshop will probably be a better option for him but that was for sure that he wanted to scam someone here.
