It is not a secret casinos want to have the biggest volume of bets as possible and setting a limit to gamblers would also limit their volume and income. We could argue that a casino could limit the amount someone could lose according to the deposit of total wager of them, but that would also be unrealistic.
It can still be realistic for some reasons that's why casinos do have features already like the one with state and that's to self exclude themselves and they will have to use that feature. Otherwise, it's all manual and decisions to be made by them.
