I am also on version 1.9.17 and mine loads quite fast, in under 4 minutes. Bitcoin network peers at 5 and Bisq network peers at 9. Connection is via Tor, and I wasn't prompted to resync the SPV chain file. Could it be a problem with ISP?

Yeah, totally different software built from scratch and different newer features that weren't on Bisq 1. The migration process is on the road map, so some trading protocols like the Bisq mutisig protocol are not yet available on the new platform. They plan to migrate it from Bisq 1 to 2 somewhere in the 4th Quarter of this year.

One is also able to migrate their reputation from platform 1 to 2.

Right now they just have the Bisq easy trading protocol which is easy for Beginners who are getting started with using Bisq as they continue to roll out other features.
