Well for this one I still remember yeah about 2 years ago, every user must click agree if they want to continue the game or check the account I even have to scroll down to find the 'agree' button. Basically Stake.com doesn't want to complicate their users that's why they can still play until now despite breaking the rules but of course the risk is always waiting in the future. The stake team cannot monitor all users unless the account attracts attention for example winning something big or win one of the promotions then the account activity will be checked as a whole.
